What is a NORI certificate? Why is it needed?


US immigration rules require all J-1 visa holders to spend two years in their home country (India) before being eligible for certain visas like H1B. To request a waiver of this two-year stay, J-1 visa holders must submit a NORI (No Obligation to Return to India) Certificate to US authorities.

  • Applicants in the US: Apply at an Indian Mission or Post.

  • Applicants in India: Apply at the CPV Division of the Ministry of External Affairs, New Delhi.

  • Applicants residing in a third country: Apply through their native country’s Indian Mission or Post.

  • After submission, you will receive a reference slip or number to track your application.

  • Track your application using the reference number in the “Track your Application” section.

2. Apply Online through the NORI Portal (Ministry of Human Resources Development):

  • Generate a user ID and password on the NORI website.

  • Complete the online application form as instructed.

  • Submit the form along with all required documentation.

3. Apply In-Person:

  • Submit the application at the Home Department’s offices or sub-offices.

  • Complete the application form and attach all required documents.

  • Pay applicable fees for consular services.

  • Ensure all authorizations are obtained before submission.

  • If in India, submit the application to the CPV Division, Ministry of External Affairs.

  • Applicants residing in a third country must apply through the relevant Indian Mission/Post, which will issue the NORI certificate after verifying documents.
