How can a nonavailability birth certificate help if you don't have a birth certificate?

What is NABC?

NABC stands for Non-Availability of Birth Certificate, issued when a person has no official proof of birth. This certificate confirms that the birth record of an individual is not available in government records. It can be obtained online or at the Municipal Corporation, along with supporting documents like affidavit, address proof, and birth proof.

Introduction

Whether a birth takes place in a hospital or at home, it must be registered with the Registrar of Births and Deaths within the specified time frame.
A birth certificate serves as legal proof of birth and is required for crucial documents like a passport, OCI, PAN, Aadhaar, or visa.

However, if the birth was never registered, one can apply for a Non-Availability of Birth Certificate (NABC).

As per Section 17 of the Registration of Births and Deaths Act, 1969, if no record is found in the register, an official declaration (NABC) can be issued. This legal document verifies that no prior record of birth exists and is considered valid until an official birth certificate is obtained.

In cities like Delhi, online systems have made this process easier and faster.

How to Apply for NABC

If an individual’s birth was not registered within 21 days or the records were lost or damaged, an NABC can be requested.
Without this document, it becomes difficult to enroll in schools, apply for a passport, or obtain government IDs.

The NABC acts as proof of birth in absence of a birth certificate, helping individuals avoid complications in official documentation.

Issuing Authority

  • Urban Areas:
The Municipal Corporation (MC) is responsible for issuing NABC.
The Deputy Health Officer or Sub-Registrar (para-medical staff at government health centers) can issue the certificate.

  • Rural Areas:
The Panchayat Office or Block Development Office handles the application.

How to Identify the Correct Zone

The NABC must be applied for at the Municipal Corporation nearest to the place of birth.
If the exact location is uncertain, identify the zone where the birth occurred — whether it was at home, in a hospital, or even in a vehicle.

Where to Apply Based on Circumstance

  • If born in a hospital or nursing home:
Apply at the zonal MC office where the hospital is located.

  • If born in a vehicle:
Apply at the registration center in the area where the vehicle was stopped at the time of birth.
